Results

Energy Champions for 2004/05 were selected from the agencies that achieved the 8% energy reduction target in 2004/05. Each agency was given a ranking on the basis of their activities on the following scale:
1. Agencies that have achieved their results through outstanding actions. These agencies are recommended as 2004/05 'Energy Champions'.
2. Agencies that have achieved energy reductions through better management of their energy, but have not necessarily undertaken capital works or may not have achieved such remarkable results as category 1 agencies.
3. Agencies whose results have been significantly influenced by changes in operations that were not undertaken with the objective of reducing energy consumption. For example, agencies that have closed offices or changed functions.



The following agencies achieved a ranking of "1" and are therefore the 2004/05 Energy Champions:

Department of Land Information
The Department of Land Information was the first agency to utilise capital advance funding and implement an energy performance contract. The Department has:
Implemented an energy performance contract which included installation of stand alone air conditioner for computer room, domestic hot water modifications, BMS modifications and modifications to lighting system. This added to the already impressive list of actions undertaken by the agency to reduce its energy consumption
Made good use of capital advance funding to undertake significant capital works
An active staff awareness program and a comprehensive approach to energy management
Consistently exceeded the Energy Smart Government targets and in 2004/05 achieved an energy saving of 29%.

DLI is honoured as a 2004/05 Energy Champion due to its comprehensive approach to energy management including significant capital works and staff awareness programs.

Western Australian Sports Centre Trust
The West Australian Sports Centre Trust has consistently met all the targets, increased its energy efficiency and has a comprehensive approach to energy management. The Trust has:
Made innovative use of renewable energy for pool heating. A geothermal system is now up and running at Challenge Stadium and in 2004/05, during which it was only partially operational, it reduced natural gas consumption by around 30%. This saving should be higher in future years now that the system is fully operational. The Trust is also looking at using solar energy as another source of pool heating
Made use of energy efficiency technologies such as variable speed drives and time switches to operate plant more efficiently
Exceeded all the energy reduction targets to date and in 2004/05 reported an energy saving of 26%.

The Trust is honoured as a 2004/05 Energy Champion due to its demonstrated comprehensive and proactive approach to energy management and its innovative use of new technologies.

Department of Racing, Gaming and Liquor

The Department of Racing, Gaming and Liquor is a shining example for all small agencies operating as tenants in offices, as to what can be accomplished by following the steps to energy management as detailed by SEDO, and in the Sustainability Code of Practice. The Department has:
Early in the program the Department upgraded the lighting throughout its office and is now enjoying ongoing savings. The capital cost of the project was repaid after only two years
Continuation of energy management action plan, rewired office for individual switching, monitoring of energy use, lighting assessed. One of the first agencies to utilise capital advance funding to implement a project that has produced considerable ongoing energy savings
An ongoing staff awareness program complementing the capital works
Significantly reduced its energy intensity with savings of 33% in energy per square metre and 42% in energy per person relative to its baseline and reported an energy saving of 27% for 2004/05.

The Department is honoured as a 2004/05 Energy Champion due to its early action to address energy management and complimenting capital works with an ongoing staff awareness program.

Department of Industry and Resources
The Department of Industry and Resources underwent a restructure early in the program, which impacted on energy management and building controls at some sites. To combat this it has undertaken comprehensive work at its head office site to improve the efficiency of plant and lighting. The Department has:
Developed and implemented computer shutdown software to switch off computers after hours
An effective staff awareness program with regular updates and new information
Rationalised printers and copies to provide a smaller number of more efficient stations
The Department reported a reduction in energy consumption of 17% in 2004/05.

DOIR is honoured as a 2004/05 Energy Champion due to its comprehensive approach to energy management, effective staff awareness and the innovative computer program for across the board shut down which has great potential to be used across government.

Department of Justice
The Department of Justice is committed to effective energy management throughout the agency. The Department has:
A comprehensive reporting and monitoring system which includes active involvement by a wide range of staff across all sites. The Department reports progress quarterly to its executive and relies on staff at sites throughout the state to enter and take responsibility for the energy data of their sites. This is a significant feat given the size of the agency
Undertaken energy audits of several sites and implemented a number of recommendations
Comprehensive staff awareness program
Consistently exceeded the Energy Smart Government targets and achieved a 10% energy reduction in 2004/05.

The Department of Justice is honoured as a 2004/05 Energy Champion due to its comprehensive approach to energy management across a large number of sites with varying operations as well as its comprehensive reporting and monitoring framework and effective staff awareness.
