Results

The Energy Champions for 2005/06 were selected by systematically analysing each of the agencies efforts throughout the Energy Smart Government program with an emphasis on 2005/06 and awarding points accordingly. Some of the factors considered included meeting annual energy reduction targets and the percentage reduction of energy consumption, energy costs and GHG emissions relative to the baseline. The implementation of energy saving initiatives also weighted highly during the analysis, with factors such as purchasing green power and submitting data on time giving the agreeable agency a small lead over fellow agencies.



The following agencies are the 2005/06 Energy Champions:

Swan TAFE
In 2005/06 Swan TAFE continued to build on its previous achievements through an energy efficiency awareness program to educate staff and promote vigilance in switching off unnecessary lighting and machinery after business hours. Coupled with regular monitoring and energy smart procurement this has allowed Swan TAFE to achieve a 20% reduction in energy consumption relative to the baseline. The initiatives implemented in 2005/06 included:
Implementing improved equipment and control software within the Building Management System (BMS), permitting a higher level of control of the Carlisle Campus air conditioning system
Rationalising the number of printers and copiers into a smaller number of more efficient and effective multi function devices
Setting equipment to "power save" mode where available
Trialling an oil additive to a single air conditioner refrigeration circuit at Midland Campus which reduced energy consumption whilst achieving the same level of refrigeration
Continuing to automatically switch off any unused PC equipment still running at 6:00pm each day
Continuing the progressive replacement of CRT monitors with LCD screens
Ongoing review of initiatives to reduce energy consumption to ensure the College continues to meet the Energy Smart Government targets.

Swan TAFE is honoured as a 2005/06 Energy Champion due to its consistent performance and particularly the initiatives implemented during 2005/06.

Office of the Public Sector Standards Commissioner
In 2005/06 the Office of the Public Sector Standards Commissioner undertook the following energy saving initiatives:
Lighting in under utilised areas with sufficient natural light was switched off
The Energy Smart Government program was promoted to staff with signage used to encourage staff to switch off lights and equipment when they are not required or as they leave the office
Automatic switching for lights was installed in meeting rooms, storage areas and file repositories
Where possible, energy efficient equipment under the capital replacement program was purchased to comply with the energy management plan.

The Office has consistently met its targets each year of the program so far. It did experience a rise in consumption in 2005/06 due to the amendment of the Memorandum of Understanding arrangements for electricity consumption between the collocated agencies in their building. However it still achieved a reduction of over 25% in energy consumption relative to the baseline. The Office of the Public Sector Standards Commissioner is honoured as a 2005/06 Energy Champion due to its consistent results and its efforts to minimise energy usage in 2005/06 even though it was allocated a higher proportion of the electricity consumption.

Public Transport Authority
During 2005/06 the Public Transport Authority implemented the following energy saving initiatives at the Public Transport Centre:
Installing motion detectors to operate lighting in a third of the toilets Campus air conditioning system
Refurbishing the second floor including replacing light fittings with T5 fluorescent tubes and C-Bus motion detectors
Connecting all air handlers to the Building Management System
Connecting car park lighting to daylight sensors
Stringent daily monitoring of the building internal temperatures to minimise use of the chillers and gas boilers.

The PTA has made significant reductions in its energy consumption at the Public Transport Centre in East Perth of over 21% relative to the baseline. As the Authority participates in the Energy Smart Government program voluntarily and it has made significant and consistent savings throughout the program to date it is honoured as an Energy Champion for 2005/06.
